Ayatollah Khamene’i says USA has admitted the failure of its planned economic embargo against Iran

14 October 95

Addressing a crowd in Sari, Mazandaran Province, Ayatollah Khamene'I said that in the last few days American officials had announced that their economic embargo policy had failed. He told the crowd not to be afraid of America or its angry words. He said that Iran's priorities

were faith and reconstruction and urged everyone to take part in the reconstruction of Iran. The following are excerpts from the address on 14th October, broadcast live by Iranian radio;

“... If you want development and progress for Iran; if you want, on the one hand, economic welfare, development, comprehensive growth, political prestige, employment security, communal security, knowledge, progress and research, and on the other hand spirituality to contribute towards the development and progress of the country, you should take into account two things. These two things are the duty of everyone... if these two things must be considered jointly. The first thing is that everyone must jointly take part in the reconstruction of the country. The other thing is that they should work to purify their own soul...

It is not enough to work only for one of these two things. No one should think that the country will be built merely by praising God and without any efforts and reconstruction activities. Not at all. It needs work, efforts and struggle. It needs practical and scientific struggle.

The province of Mazandaran is one of the country's more populated provinces with a population of four million people. It has vast natural resources... The province shouldn't have any unemployed people. It should contribute to the vast national resources of the country. The

province shouldn't have any entangled knots [as heard]. There shouldn't be any poverty in any sections of the province. All this requires efforts. Iran-Iraq war impeded Islamic revolution's advance.

My dear people: If global arrogance had not provoked its puppets against this nation and the eight-year war [1980-88 Iran-Iraq war] had not been imposed on us, the revolution would have carried out these tasks during its very first years. There are some who prefer to sit on the

side-lines and comment against the officials of the country; against the sincere and devoted employees who work for the country in the government and in their Speeches frequently refer to problems, explaining that they are caused by foreign enemies. It has become a habit for some to say to these gentlemen [officials] that they are attributing everything to foreign enemies. Isn't the eight-year war one of the realities of this country? It is not funny to impose a general war on a country for eight years and force all its financial resources into the war. ...

If the enemy hadn't conspired against us; if the enemy, led by global arrogance treaded by the evil and wicked America, had not moved against us; if officials had not taken measures against the enemy, many of ^these tasks would have been carried out. We are several years behind, but it is not too late. It is not too late. This nation is capable, self-reliant and dependent on God. It has caring and devoted officials. It is not short of experts and skilled people. It has plenty of working hands. It can rebuild its homeland in such a way that there would be no need for the foreigners, whose faces the nation loathes to see. America admits its embargo has failed Now you see that the Americans are sitting over there and threatening

the Iranian nation and government with an economic embargo. Thanks be to God that in the past few days, the American officials themselves, in their own words and in an explicit fashion, have officially announced that their policy of imposing an economic embargo against Iran has failed at the international level. [Crowd shouts: "God is Great",

"Khamene’i is the leader", "Death to America" and "Death to Israel"] This is the result of your steadfastness, the result of you not being frightened by the enemy's angry words. Don't be frightened by the enemy's angry words. Never be frightened of America. [Crowd shouts 11 times: "Death to America".]

Iran's priorities are reconstruction and faith

The brave behaviour of our nation and the country's officials has also encouraged other nations, thanks be to God. The time has passed when the Americans thought that they were the world's arbiter. They threatened various countries in the world and took decisions that

concerned them. All those things are a blessing, and you should not forget these two factors: one is taking part in the country's reconstruction, that is both scientific reconstruction, that you should study, teach, carry out research, think about and bring about renovation and take

the initiative, find short cuts, resolve deadlocks and move matters forward. That is from the scientific Standpoint. The other one is v practical work. Everyone should take part in the country's reconstruction.

The second factor is: "Come back to God, 0 ye believers." ... Do not forget God, my dear ones... Be vigilant. Today one of the essential objectives of your enemies is to corrupt the morals of the youth in this nation. They are trying to do that; they are making investments to do that. Who must be vigilant? Everyone, especially the youth, the youth who believe... Be vigilant, since the period of reconstruction is the period of the great jihad as well...
