(1909 a.d.) and at an early age began his studies at the theological center in holy mashhad the capital of khorasan province. later, he left for holy najaf (iraq) to pursue higher studies and wrote a great number of books on various branches of Islamic sciences including 30 volumes of mohazabul ahkam on jurisprudence and a 30-volume commentary on the holy quran titled 'mavaheb ar-rahman fi tafsir al-quran'

president hojatoleslam akbar hashemi rafsanjani also expressed condolence on the passing away of ayatollah sabzewari in najaf. in his statement, rafsanjani described the late ayatollah sabzewari as one of the leading ulema of the najaf theological center.

leader says rafsanjani a strong arm of revolution (3.8.1993)

Tehran, aug. 3, irna -- the leader of the Islamic revolution, ayatollah ali khamenei, on tuesday lauded the iranian people for showing vigilance and sense of responsibility in electing president akbar hashemi rafsanjani for a second term in office. the leader made the remarks while endorsing the presidential decree of president rafsanjani in a formal ceremony here today attended by high ranking political and military officials.

in part of the decree, the supreme leader described president elect hojatoleslam rafsanjani as one of the "brilliant personalities," of the Islamic republic and as the "pillar and strong arm" of the revolution. "i endorse the people's vote and appoint him as the president of the Islamic republic," the leader of the Islamic revolution said in the decree. "as a matter of fact, my endorsement, like the vote of people, holds as long as he continues to tread the straight path as before...and work to make the rule of the quran prevail, abide by sharia, support the deprived and the oppressed, eradicate poverty and discrimination and establish social justice," he said.

stressing the key role of the executive officials, the leader said "those who have undertaken a responsibility in any sector in the country should precisely execute the system's well defined policies and proceed with their responsibilities in the framework of those policies."

"seriousness and sense of responsibility is a prerequisite in accepting a post," ayatollah khamenei said, the ayatollah said among other qualifications needed in a healthy management in Islamic society is preserving one's piety and virtue and avoiding illegitimate and immoral goals. "state officials at all levels should carefully notice that the slightest corruption during the reconstruction period is a grave and paralyzing danger. They should beware not to be engaged in financial and administrative corruption," he said. elsewhere in his speech, the leader of the Islamic revolution said he has closely known president rafsanjani since 1957, shared views and worked with him in various fields. "40 years is good enough for building confidence in a man... in this period i have always seen him working for the sake of god and truth to advance the cause of Islam," the leader pointed out. the supreme leader of iran called on high-ranking state officials to observe piety, maintain public trust in them, show enthusiasm for their jobs and be highly careful in selecting managers.

ayatollah khamenei also recommended the cabinet ministers to be careful in their selection of officials and choose them according to divine criteria and their competence. ayatollah khamenei continued by saying that guaranteeing public welfare and social justice was the cornerstone of the Islamic republic. unlike capitalist countries, he said, the Islamic republic believes in an affluent society free from poverty and deprivation where economic development is at the service of social justice and he said Islam has a straightforward doctrine on economic issues, based on public welfare and social justice, adding that decision makers of the country should base their planning on this doctrine.

the leader of the Islamic revolution cautioned that political, economic and military domination of a country is possible only through cultural domination. underlining the need to preserve iran's national culture, ayatollah khamenei vowed that the Islamic republic will continue to advance in all directions by relying on its Islamic economy, indigenous and national culture and independence.

finally, the leader described independence as the basis of iranian policies, saying "we judge and take action on international issues according to our own criteria and are not subordinate to any power." in the same ceremony president rafsanjani in a brief speech paid glowing tribute to the founder of the Islamic republic, the late imam khomeini, martyrs, war disabled veterans and former prisoners of war. over the past four years, he said, hopes cherished by the enemies of Islam for seeing the decline and collapse of the Islamic republic have all been shattered.

"they (enemies of Islam) failed to exploit the absence of the late imam, the difficulties of the post-war period and the shattered economy inherited from the sinister pahlavi dynasty, to attain their ominous goals," the president said. no one can deny the fact that the Islamic revolution is now going ahead as powerfully and energetically as its early years while enjoying the same degree of public support, he said. hojatoleslam rafsanjani also pointed to the progress of infrastructural plans in the country and to the fact that the difficult reconstruction period is well

behind. however, he added "we have lost many opportunities and we have few opportunities ahead of us... we should cut off our dependence. we should no longer be dependent on others' markets and production, and this calls for a basic and fundamental move in the country."

he expressed hope that with such valuable trust put in him by the people and the leader of iran, he could continue his efforts to establish social justice, consolidate the bases of the Islamic revolution and Islam and to make iran independent of foreign countries.

earlier in the ceremony, interior minister hojatoleslam abdollah nouri presented a report on the 6th presidential elections and read the president's credential endorsed by the 12 members of the guardians council. among participants were majlis speaker hojatoleslam ali akbar nateq-nouri, head of the judiciary ayatollah mohammad yazdi, representatives of grand ayatollahs golpayegani and araki, some senior ulama and a number of other high-ranking religious, political and military officials.
